Generally, no. The game includes Gen 1 and Gen 2 Pokémon.
The only other Pokémon available are evolutions and pre-evolutions added from Gen 3 to Gen 9.
Regional formes of Gen 1 and Gen 2 Pokémon are available in the post-game.
Yes, this ROM hack includes Gen 9 mechanica, including the Fairy type.
All Pokémon have their typings updated to the Gen 9 standard. This means that Clefairy is Fairy-type, and that Azumarill is Water-type and Fairy-type.

Yes, but there are a couple of features to make this less onerous than in the base games.
There is now a move deleter in each town's PokéCenter. HM moves also have been altered slightly, to improve their usability in battles, and to differentiate them from other HM and TM moves:
Fly, Surf, Waterfall, and Dive are unchanged.
There is an HM move deleter present in each PokéCenter, usually next to the PC.
Trade evolutions can be triggered using the Linking Cord item. Trade-items (like Metal Coat) can be used from the bag, like evolution stones.

Heart Scale locations are the same as in the original game (e.g. in Underwater Route 127). They can also be found as held-items on wild Remoraid.
You can obtain 2 Ability Capsules: one for completing the 2nd Trick House puzzle, and another in the Aqua Hideout.
You can obtain 2 Ability Patches: one by defeating the Winstrate Family (Route 111), and another in the Trick House (puzzle 7).
This ROM hack uses Gen 9 learnsets.
A few additional changes from the Gen 9 movesets have been made to the starters' learnsets:
Because Gen 9 learnsets tend to skew towards higher levels, the move relearner will teach moves will be learned at a higher level, depending on how many badges you have.
The base list of TMs is the same as in the original game.
3 additional TMs have been added for Ice Punch, Thunder Punch and Fire Punch. There can be obtained at the Mauville Game Corner.
The move tutors have been updated slightly from the original game, but are still found in the original locations. Each move tutor will teach you the move for the first time for free. Any subsequent visits require a payment. The location of each move tutor and the price for additional visits is listed below:

The Battle Frontier, and the Battle Tents have been updated to use valid Gen 1 and Gen 2 Pokémon, and their evolutions.
However, movesets have not been optimised and these parts of the game may not be as challenging or rewarding as in the original game!

The Johto Gym Leader battles (unlocked by defeating Bugsy in Petalburg Woods) have been added for players who want an extra challenge.
These battles are completely optional and are not required to complete the game.
